The Harrison County Sheriff's Office is a diverse organization of professional men and women. Covering nine hundred and seventysix square miles and five municipalities, we work in conjunction with other law enforcement agencies to protect the lives and property of each citizen.
Our administration has concentrated efforts on corrections, law enforcement, and community relations provide a level of security to our constituents that enhance the quality of life in Harrison County.

Matt Haley
Sheriff
Sheriff Matt Haley has a track record of excellence and a deep understanding of the law enforcement landscape, Matt's journey in law enforcement began at age 23 when he joined the Harrison County Sheriff's Office. Working under Sheriff Joe Price, Matt quickly made his mark as a dedicated and capable professional. Starting as a correctional officer in the jail, he exemplified his worth within the agency and earned the opportunity to serve as a patrol officer in Harrison County.
Throughout his career, Matt's commitment to community service and strong relationships has been unwavering. He actively engaged with our schools and community, understanding the unique needs and aspirations of the residents he served. This first-hand experience has shaped his perspective, ensuring that community service remains at the forefront of his priorities.
With an impressive range of experience across multiple divisions within the Sheriff's Office, Matt has developed a comprehensive understanding of the agency as a whole. From his time as a K9 officer to his roles in criminal investigations, task force operations, and narcotics, enforcement, he has demonstrated his versatility and ability to adapt to various challenges.
Matt's dedication and leadership skills led to his promotion to the rank of Administrative Captain, where he worked closely with the Sheriff to make critical decisions for the agency's well-being. In this role, he gained invaluable administrative experience that ensured effective and efficient law enforcement operations. Matt retired in January of 2023 to seek the office of Sheriff and was elected in August of 2023.
Matt's deep roots within the Harrison County community make him the ideal person to lead our Sheriff's Office. Having resided in Harrison County for over 45 years, he understands the concerns and aspirations of our citizens, and his commitment to public safety and community well-being remains unwavering.
Chief Deputy Craig Necaise
Chief Deputy Craig Necaise was born and raised in Pass Christian, MS where he graduated high school in 2002. He then graduated from the University of Southern Mississippi with a Bachelor of Arts Degree in Criminal Justice with a minor in Sociology.
Chief Necaise has a long career history in law enforcement:
- Beginning in 2002 - part-time dispatcher and patrol officer for Pass Christian Police Department.
- 2005 - Patrol deputy with Harrison County Sheriff's Office. Conducting criminal patrol.
- 2007 - Certified Accident Reconstructionist. Responsible for reconstructing fatal accidents throughout Harrison County.
- 2008 - Promoted to Sergeant in the Patrol Division.
- 2016 - Promoted to the rank of Captain. Supervising patrol shift and the Accident Reconstruction Unit.
- 2021 - transferred to the Administrative Division where he served as Captain over the Professional Standards Unit. Responsible for conducting internal administrative investigations, applicant background development, and department staff inspections.
- 2023 - promoted to Chief Deputy where he assists the Sheriff in performance of the administrative activities for the office including operations, corrections, records, payroll, staffing, budgeting, and purchasing.
Chief Necaise is married to Mandie, his wife, and they have two daughters.

Harrison County Deputy Sheriff's Association
The Harrison County Deputy Sheriff's Association was created to support proper law enforcement and community protection in Harrison County and the State of Mississippi. We are proud to promote professionalism, build camaraderie, provide a forum for social activities for members and their families, recognize outstanding service within our community, and provide resourceful information that will benefit our members. We are a non-profit organization who is the voice for its members and strive to give the community a chance to know their law enforcement. We support any action that will make our community a safer, better place to live.
The HCDSA represents all divisions of the Harrison County Sheriff's Department: Administration, Corrections, Enforcement, Transport, Investigations, and Auxiliary with members of each division represented on the Board of Directors. Members meet each month to discuss issues affecting our organization, employees and the community and seek to contribute in any way possible to those solutions.
